The Inspector's finding, secured by an occupancy condition, that the units would function as ancillary annexes closely related to and dependent on Frith House rather than as independent dwellinghouses.

The proposal accords with the development plan taken as a whole and there are no other material considerations, including provisions of the Framework, which override this finding, so the balance favoured allowing the appeal.
