What decided it

The proposal would be likely to have a detrimental impact on the integrity of the SPA/SAC through increased recreational disturbance, which cannot be effectively mitigated given the site's proximity within 400m of the designated areas.

The significant harm to the integrity of the SPA/SAC outweighed any other considerations, and the presumption in favour of sustainable development was disapplied by NPPF paragraph 182.
