What decided it
The failure to secure a policy-compliant contribution to mitigate severe residual cumulative impacts on the A27, combined with less-than-substantial but material harm to the Conservation Area character that would not be outweighed by the modest housing benefit.
The modest housing contribution to a 4.72-year supply was given limited weight and did not outweigh the less-than-substantial harm to the Conservation Area, particularly given that the harm would be caused without mitigation of adverse effects on the strategic highway network.
