What decided it

The unacceptable harm to the character and appearance of the area caused by the introduction of built form closer to the highway and in front of the established building line, which was ascribed significant weight and outweighed the limited housing benefits.

The significant and long-lasting harm to character and appearance was found to significantly and demonstrably outweigh the limited socio-economic benefits of a single dwelling, such that the presumption in favour of sustainable development would not apply even absent a 5-year housing land supply.
