What decided it
The significant harm to the setting of the Grade I listed church and listed tombs, and to the conservation area, arising from the loss of trees and the substantial bulk and height of the proposed dwellings in close proximity to the graveyard, outweighed the modest housing and economic benefits.
The modest social and economic benefits of providing three additional family homes and economic benefits from future occupiers did not outweigh the significant harms to the designated heritage assets, with the Framework's requirement to give great weight to the conservation of the Grade I listed church providing a clear reason for refusal.
