Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the local area
- its effect on the living conditions of future occupiers of the dwelling, having regard to external amenity space
What decided it
The unacceptable harm to the character and appearance of the local area and the significant adverse effect on the living conditions of future occupiers through inadequate external amenity space outweigh the limited benefits of delivering a small windfall housing site.
The limited social and environmental benefits of delivering a small 3-bedroom dwelling and achieving biodiversity net gains were outweighed by the significant harm to character and appearance and to the living conditions of future occupiers, with the latter considerations given significant weight against the proposal.
