The adequacy of outdoor amenity space and outlook for future occupants: Appeal A's 2.5m deep terrace was insufficient, while Appeal B's 4.4m deep terrace was satisfactory.
The Inspector applied paragraph 11(d) of the NPPF due to the council's lack of five-year housing land supply, but found that the unsatisfactory living conditions in Appeal A (inadequate outdoor amenity space and outlook) outweighed any presumption in favour of development, whereas Appeal B's satisfactory living conditions justified permission.
