The proposed development would cause harm to the character and appearance of the Surrey Hills National Landscape and Area of Great Landscape Value by introducing a cramped dwelling in a stepped arrangement that disrupts the prevailing pattern of development, which is a clear reason for refusal that engages the Framework's protection of such areas.
The neutral factors regarding the location and existing occupiers' amenity space did not outweigh the harm to the character and appearance of the national landscape and the inadequate privacy for future occupiers.
