The appellant failed to provide sufficient evidence to demonstrate that the proposed outbuilding would comply with the height restrictions in Class E of the GPDO when measured from the natural ground level, as the ground levels shown on the plans did not represent the actual natural ground level of the site which had been subject to levelling works.
