The less than substantial harm to the significance of the Shirehampton Conservation Area, combined with the failure to provide adequate mitigation for loss of green infrastructure and trees, is not outweighed by the public benefits of the proposal, and heritage asset protection policies provide a clear reason for refusal under NPPF paragraph 11(d).

The delivery of 2 additional housing units and associated economic benefits, given the housing land supply shortfall, attracted moderate and meaningful weight, but this did not outweigh the less than substantial harm to the conservation area when great weight is given to heritage asset conservation.
