• whether harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations so as to amount to the very special circumstances required to justify the proposal

What decided it

The harm to the Green Belt by reason of inappropriateness and the moderate reduction in spatial openness, combined with less than substantial harm to the significance of the Totteridge Conservation Area, are not clearly outweighed by the moderate benefits of providing one additional dwelling, such that very special circumstances do not exist.

the moderate benefits of housing delivery and economic benefits from construction do not clearly outweigh the substantial weight attached to Green Belt harm by inappropriateness and loss of openness, and the great weight attached to less than substantial harm to the designated heritage asset of the Totteridge Conservation Area
