What decided it
The significant harm to character and appearance caused by backland development that conflicts with the prevailing development pattern and spacious layout of the area, combined in Appeal A with highway safety harm, outweighs the modest housing supply benefits under the tilted balance.
The modest housing benefits (3 dwellings in Appeal A, 2 in Appeal B) and alignment with Framework objectives regarding housing supply and energy efficiency carried moderate weight, but were significantly and demonstrably outweighed by the significant harm to character and appearance and (in Appeal A) highway safety when assessed against the Framework taken as a whole.
