What decided it
The less than substantial harm to the setting of the Grade II listed buildings, given great weight under paragraph 205 of the Framework, was not outweighed by the moderate public benefits of the scheme.
The moderate public benefits of housing delivery and economic activity were outweighed by the great weight given to the conservation of the listed buildings and the significant weight given to conflicts with development plan policies protecting heritage assets, character and appearance, and residential amenity.
