Main issues, as the Inspector framed them
- the effect of the proposed development on the Jodrell Bank Radio Telescopes
- the effect on trees
- the effect on highway safety
What decided it
The less than substantial harm to the significance of the Jodrell Bank heritage assets (the grade I listed Lovell Telescope and World Heritage Site) arising from impairment of radio telescope efficiency, combined with highway safety concerns and insufficient information on tree impacts, substantially outweighed the benefits of housing delivery on previously developed land.
The public benefits of housing delivery, including affordable housing on previously developed land, were very comfortably outweighed by the less than substantial harm to the significance of the heritage assets at Jodrell Bank, which are of national and international interest and must be given considerable importance and weight.
