What decided it
The absence of a completed planning obligation to secure affordable housing meant the proposal could not comply with paragraph 154(g) of the Framework, the only potentially applicable exception, and the resulting Green Belt harm was not clearly outweighed by other considerations.
The substantial harm to the Green Belt by reason of inappropriateness was not clearly outweighed by the moderate benefit of limited housing delivery contribution and other benefits, such that very special circumstances did not exist.
