What decided it

The proposal fails the disproportionate additions test in NPPF paragraph 154(c) as the existing dwelling's footprint has already almost doubled from its original size through previous extensions, and the substantial harm to the Green Belt by reason of inappropriateness is not clearly outweighed by other considerations.
