What decided it
The failure to satisfy the flood risk sequential test provided a clear reason for refusal under footnote 7 of the Framework, disapplying the presumption in favour of development and tipping the overall balance against the scheme.
The significant benefits of housing delivery, affordable housing and other minor/moderate benefits were significantly outweighed by the very substantial harm identified, particularly in relation to flood risk, unsuitable location, character and appearance, and lack of demonstrated biodiversity net gain.
