What decided it
The unmitigated adverse effect on the ecological integrity of the River Avon SAC, combined with the unacceptable and significantly harmful effect on character and appearance, meant the development fell within paragraph 11 d) i. of the Framework and could not benefit from the presumption in favour of sustainable development.
The great weight of adverse impacts (character and appearance harm and unmitigated ecological harm to the River Avon SAC) outweighed the moderate weight of benefits (modest housing contribution, accessible location, sustainable design features), resulting in conflict with the development plan as a whole.
