What decided it
The Council's inability to demonstrate a five-year housing land supply (2.96-3.1 years), which engaged the tilted balance under paragraph 11d) of the Framework and tipped the outcome in favour of the scheme's benefits.
The significant weight afforded to the delivery of up to 30 dwellings, including 40% affordable housing, together with limited weight given to open space, biodiversity net gain and self-build provision, outweighed the limited weight attributed to conflict with the settlement strategy, such that the adverse impacts of granting permission would not significantly outweigh the benefits.
