What decided it
The adverse effect on the integrity of habitats sites due to the failure to secure mitigation measures through a planning obligation, combined with unacceptable harm to character and appearance, meant that the presumption in favour of sustainable development did not apply and the proposal conflicted with the development plan.
The benefits of housing supply contribution, economic benefits from construction and future occupant spending, and renewable energy measures were given little weight due to the minimal quantum of one dwelling, and did not outweigh the combined harm to character and appearance and the adverse effect on habitats sites integrity, nor the conflict with the development plan.
