The significant harm to character and appearance caused by the cramped and contrived form of development substantially and demonstrably outweighs the limited benefits of providing a single dwelling in an area with housing shortfall.

The limited benefits of providing one dwelling and contributing to housing supply, together with sustainability advantages from location and renewable energy, were substantially outweighed by the significant harm to character and appearance, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
