What decided it
Under the tilted balance triggered by the Council's deficient 5 year housing land supply, the substantial benefits of housing and above-policy affordable housing provision outweighed the limited, localised landscape and character harm.
The substantial benefits of housing delivery, particularly the above-policy level of affordable housing, together with lesser economic, biodiversity and recreational benefits, were found to outweigh the small, localised harm to character and appearance, such that the adverse effects did not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
