What decided it

The proposal failed the flood risk sequential test because the appellant's area of search was drawn too narrowly, leaving it undemonstrated that no reasonably available lower flood-risk sites existed.

The moderate/limited weight benefits of the scheme (accessibility, regeneration, housing delivery, economic and social benefits) were outweighed by the conflict with development plan and Framework flood risk policies, and the scheme was found to conflict with the development plan as a whole.
