Main issues, as the Inspector framed them
- The effect of the proposed development on the character and appearance of the area, having particular regard to the South Devon National Landscape and the Undeveloped Coast, including whether the development has been shown to require this location
What decided it
The development has not been shown to require its location within the Undeveloped Coast and would harm the character and appearance of the area and fail to conserve and enhance the landscape and scenic beauty of the South Devon National Landscape, with the substantial weight afforded to those adverse effects outweighing the limited practical benefits of the proposal.
Applying Policy S5, the practical benefits of the development in supporting the appellant's existing agricultural activities and wider aspirations for land management and biodiversity enhancement attracted some weight in favour of the proposal, but the substantial weight afforded to the adverse effects on landscape character and scenic beauty in the nationally protected landscape meant the benefits were substantially outweighed by the adverse effects when assessed against the national decision-making policies in the Framework.
