What decided it
Plot 2 presents a significant conflict with Policy STK1 of the Stewkley Neighbourhood Plan by projecting beyond the defined settlement boundary into open countryside, and this conflict is not outweighed by any material consideration, whereas Plot 1 severed from Plot 2 would accord with the development plan as a whole.
The benefits of housing delivery at a time when the Council is deficient in housing land are limited and do not outweigh the significant conflict with the neighbourhood plan policy protecting the openness of the countryside and the defined edge to the built area, particularly given that paragraph 14 of the Framework applies substantial weight to conflict with a recently-made neighbourhood plan.
