What decided it

The cumulative and unresolved conflicts with employment land protection policies, inadequate mitigation of noise for future residents, and unjustified heritage harm meant the proposal conflicted with the development plan as a whole.

The moderate weight attributed to the benefits of job creation and care home provision did not outweigh the substantial heritage harm from total loss of the non-designated heritage asset, compounded by unresolved employment land and noise concerns, so the proposal conflicted with the development plan as a whole and was dismissed.
