The adverse impacts of the development resulting from harm to the character and appearance of the area would significantly and demonstrably outweigh the modest benefits of the proposal when considered against the policies of the Framework as a whole.

The modest benefits of providing a single dwelling and limited short-term employment and economic benefits during construction were afforded limited weight, but were significantly and demonstrably outweighed by the incongruous form of development, failure to create a high quality and well-designed building sympathetic to local character, and conflicts with Framework policies on low carbon futures and biodiversity minimisation.
