What decided it
The redevelopment of a vacant previously developed site bringing it into effective use for housing, combined with the removal of built form not in keeping with the village edge and modest housing supply benefits, outweighs the conflict with the spatial strategy in Policy SP2.
The conflict with Policy SP2 (spatial strategy restricting housing outside development limits) was outweighed by the material considerations of redevelopment of previously developed land (to which the Framework attaches substantial weight), the modest housing supply benefit, and the absence of substantive harm to character and appearance or the protected tree.
