What decided it
The failure to demonstrate that the sequential test for flood risk had been satisfied, combined with harm to character and appearance from the incongruous location and amount of development proposed, meant the proposal conflicted with the development plan and did not benefit from the presumption in favour of sustainable development.
The modest benefits of providing one additional dwelling in an area with a chronic housing shortfall (2.25 years supply) were outweighed by the failure to satisfy the sequential test for flood risk and the harm to character and appearance of the area.
