What decided it

The harmful effect on character and appearance caused by the awkward juxtaposition, cramped layout, and discordant design of the proposed house in relation to the existing Flagstones building, which outweighed the housing supply benefits even under the tilted balance.

The benefits of delivering an additional house and economic benefits from construction, which carried great weight, were outweighed by the adverse environmental impacts of poor design and the importance attached to design as a key aspect of sustainable development.
