What decided it

The public benefits of security for the commercial premises and support for economic vitality, combined with the less than substantial and reversible nature of the harm, justified the installation of cameras 1 and 2 in accordance with NPPF paragraph 208 and section 16(2) of the LBCA Act.

The less than substantial harm to the historic significance of the listed building was outweighed by the public benefits of providing security for a vulnerable commercial premises and supporting economic vitality and safe conditions for business investment
