What decided it

The significantly increased highway safety risks from serving a second dwelling via an access with severely restricted visibility to the west, combined with the failure to address likely adverse impacts on protected habitats through mitigation measures, outweighed the housing and economic benefits.

The benefits of providing an additional dwelling and contributing to local housing needs were outweighed by the increased danger to highway safety and the likely impact on protected habitats.
