What decided it

The site's location in the countryside outside defined settlement boundaries, which does not meet any of the exceptions under Policy 26 of the HDPF, means the development is not in a location deemed appropriate for new dwellings and would undermine the Council's spatial strategy.

The modest contribution to housing supply and small social and economic benefits attracted considerable and modest weight respectively, but were significantly and demonstrably outweighed by the significant harm of locating new housing in an inappropriate countryside location contrary to the spatial strategy.
