What decided it
Retention of the existing Saturday afternoon curfew was decisive, as removing it would have caused noise harm conflicting with the development plan, whereas retaining it allowed the scheme to accord with the plan while still delivering substantial socio-economic benefits.
Substantial socio-economic benefits were weighed against noise effects carrying only limited weight (with transport, climate change and air quality neutral); this balance, combined with accordance with the development plan when the Saturday curfew was retained, tipped in favour of granting permission on that revised basis.
