The unacceptable lack of privacy for future occupiers of Flat B due to the proximity of glazed openings to communal garden space, which could not be adequately mitigated without creating unacceptable outlook, was a harm of significant weight that outweighed the benefits of housing delivery in an area lacking five-year supply.
The benefits from the addition of two dwellings in an area unable to demonstrate five-year housing land supply and economic benefits during construction and occupation were significantly and demonstrably outweighed by the adverse effects on living conditions of future occupiers of Flat B
