Main issues, as the Inspector framed them
- Whether or not the proposal would be inappropriate development in the Green Belt having regard to the Framework and any relevant development policies with particular reference to whether the appeal site represents Grey Belt land and meets the Golden Rules
- The effect of the proposal on Ragwood Riding Centre
- The effect of the proposed development on the significance of heritage assets
- The effect of the proposal on landscape character
- The integrity of habitats sites
What decided it
The severe and evidenced shortfall in housing land supply and affordable housing delivery, combined with the site's status as grey belt land meeting the Golden Rules, meant the substantial benefits were not outweighed by the limited landscape and heritage harms.
The substantial benefits of market and affordable housing delivery, Golden Rules compliance, BNG, ancient woodland enhancement and economic benefits were not substantially outweighed by the limited landscape harm and limited heritage harm to the non-designated heritage asset, so the balance fell clearly in favour of granting permission.
