What decided it
The adequacy of outdoor amenity space and outlook for future occupants: Appeal A's 2.5m deep terrace was insufficient, while Appeal B's 4.4m deep terrace was adequate.
The Inspector applied paragraph 11(d) of the NPPF due to the council's lack of five-year housing land supply, but found that allowing an unsatisfactory dwelling as proposed in Appeal A would not be appropriate, and the balance was irrelevant to Appeal B given its satisfactory design.
