What decided it
The failure of Flat 1 to meet the minimum floor-to-ceiling height requirement of 2.5m meant that the modest contribution to housing supply would be significantly and demonstrably outweighed by the delivery of housing that did not meet the quality standards required by the development plan.
The modest benefit of increasing housing supply by one unit at a time when the Council cannot demonstrate a 5-year supply was significantly and demonstrably outweighed by the harm of delivering housing that fails to meet minimum space standards required by the development plan.
