The demonstrated highway and pedestrian safety risks from motorcycles accessing the site via the zebra crossing and narrow pavement, combined with unacceptable noise and disturbance to neighbouring residential occupiers from repair and servicing activities, conflict with the development plan and cannot be adequately mitigated by conditions or signage.
