The multiple significant harms to character and appearance, living conditions for future and existing occupiers, highway safety, retail supply, and fire safety significantly and demonstrably outweigh the modest benefits of housing delivery in the absence of a five-year housing land supply.
The modest benefits of two new dwellings in an accessible location and energy efficiency were significantly and demonstrably outweighed by multiple significant adverse effects including poor quality living conditions, unacceptable fire safety, unacceptable highway safety impacts, harmful effects on character and appearance, and loss of retail and employment premises, such that the presumption in favour of sustainable development did not apply.
