The proposed track would cause less than substantial harm to the significance of Brassington Conservation Area by eroding the visual integrity of the historic 'croft and toft' landscape, and the public benefits demonstrated were insufficient to outweigh this harm when great weight is given to conservation of the designated heritage asset.
