The modest benefits of adding to housing supply, removing a lawful commercial storage use, and environmental and economic gains from construction were significantly and demonstrably outweighed by the adverse impacts of locating residential development outside the settlement boundary contrary to the development plan and emerging policy, and contrary to sustainable transport principles
