What decided it

The cumulative harm from poor character and appearance integration, loss of trees without adequate mitigation, unacceptable overlooking and privacy loss to neighbours, and unmitigated noise concerns for future residents significantly and demonstrably outweighed the modest benefits of one additional dwelling.

The modest social and economic benefits of providing one additional housing unit, carrying moderate weight in favour, were significantly and demonstrably outweighed by limited harm to character and appearance, loss of trees without sufficient mitigation, unacceptable overlooking and loss of privacy for neighbouring residents, and unacceptable living conditions for future occupiers from industrial noise without suitable mitigation.
