What decided it

The conflict with the development plan, particularly the countryside protection policies and character policies, combined with the neighbourhood plan criterion in paragraph 14 of the Framework, meant the identified adverse impacts significantly and demonstrably outweighed the housing benefits.

The significant weight given to conflicts with countryside protection policies (C SP1, SD SP2, H8) and character policies (D SP1, D DM1, ES5) outweighed the moderate weight attributed to housing supply benefits and modest weight to social and economic benefits, resulting in dismissal despite the shortfall in five-year housing land supply.
