Main issues, as the Inspector framed them

  • whether the development would make appropriate provision of affordable housing
  • whether the development would make appropriate financial contributions towards education and open space, sport and recreational infrastructure (OSSR)
  • whether the development would provide satisfactory connectivity for pedestrians and vehicles

What decided it

The failure to provide appropriate affordable housing, particularly the complete absence of social rent tenure which is prioritised by the development plan, combined with insufficient evidence that the limited provision represents the maximum deliverable, meant the scheme did not accord with the development plan taken as a whole and the public benefits did not justify departure from it.

The public benefits of additional housing, affordable dwellings, the Kellands Lane link and greater land use efficiency did not outweigh the failure to accord with the development plan in respect of affordable housing provision, particularly the absence of social rent tenure.
