What decided it
The presumption in favour of sustainable development under paragraph 11(d) of the Framework, triggered by the out-of-date development plan policies, justified a decision contrary to the development plan where the adverse impacts would not significantly and demonstrably outweigh the benefits.
The conflict with out-of-date development plan policies restricting housing outside settlement limits was outweighed by the moderate positive weight given to housing supply delivery, moderate weight to employment and economic benefits, and the finding that the limited harm to character and the non-designated heritage asset (less than substantial) did not significantly and demonstrably outweigh these benefits when assessed against the Framework.
