The modest housing, economic and ecological benefits, together with heritage and landscape benefits from restoration, did not outweigh the less than substantial harm to Erwarton Hall's setting (to which considerable importance and weight was attached) and the significant harm to the non-designated heritage assets, so the balance tipped against the proposal.
