What decided it

The failure to demonstrate that the proposed access arrangements would not cause unacceptable harm to highway safety, particularly in relation to the proximity of the extended dropped kerb to tactile paving and the change in highway levels near the junction, outweighed the limited housing benefit of a single dwelling.

The substantial harm to highway safety significantly and demonstrably outweighed the limited benefits of providing a single dwelling to housing supply and supporting construction employment, such that the presumption in favour of sustainable development did not apply.
