Main issues, as the Inspector framed them
- whether the site is suitable for the proposed development, having regard to the spatial strategy in the development plan
- the effect of the proposal on (a) the character or appearance of the Dullingham Conservation Area, (b) the Grade II listed Dullingham House registered park and garden, and (c) the setting of nearby listed buildings
- the effect of the development on trees
What decided it
The unacceptable harm to the significance of designated heritage assets, particularly the loss of openness that is integral to the character of the Conservation Area and the setting of listed buildings, outweighed the modest public benefits of the proposal.
The modest social, economic and environmental benefits of delivering one open-market dwelling, carrying moderate weight, were insufficient to outweigh the great weight attached to the conservation of designated heritage assets and the unacceptable harm to their significance.
