What decided it

The chronic and worsening five-year housing land supply shortfall (1.3 years), combined with the delivery of affordable housing and other benefits, was found to clearly outweigh the Green Belt and other harms and constitute the very special circumstances justifying the development.

The substantial weight given to Green Belt harm by reason of inappropriateness and loss of openness, together with less than substantial heritage harm and minor character and appearance harm, was clearly outweighed by the substantial weight attached to the housing land supply shortfall and significant weight given to affordable housing, together with modest/limited weight given to self-build, public open space, biodiversity net gain and economic benefits, amounting to very special circumstances.
